I am the CEO of the Sabes JCC and the vision you described in the article matches alot of what we are doing at the JCC. There are several synagogues in Saint Paul, each catering to different levels of Jewish observance. I recommend that you look at Mount Zion, which is a reform congregation, and Temple of Aaron, which is a conservative congregation. Another is the Merkos Chabad Lubavitch house, which is an Orthodox congregation in Saint Paul. All three are reasonable close to public transportation.
