Until the Israeli High Court outlawed it, the Israel Defense Forces used the &quot;neighbor procedure&quot; of conscripting Palestinian civilians to lead soldiers into anti-terrorist operations. The IDF would highly contest that they were terrorists for using that procedure, even though the High Court deemed it inappropriate.</description>

But yes, when Palestinian schools are deliberating used as shields, and innocent kids die when Israelis target the weapons factories that the schools are shielding, that is not a purposeful military engagement, so I would not call it terrorism.</description>
